I drove my 1994 Pontiac Grand Am with Quad Four engine into high water in parking lot.
 

The engine stalled and would not crank.  It just clicked.

I pulled the spark plugs and found there was water in the cylinders.

It still would not crank.  So I removed the starter but it tested O.K.

I tried to turn the engine at the crankshaft bolt with a breaker bar but had no luck.

Help.  Help.  ...And thanks.

From your description, you might have hydro-locked the engine.

The cure is probably, unfortunately, an engine replacement.
